Thaw completely. Add the rice mixture to a skillet over medium high heat. Add one cup of water. Cover. Boil then simmer for 20-25 minutes. Meanwhile, over Over medium heat, sauté peppers and onions until onions are softened. Transfer to a plate and keep warm. Using a fork, remove chicken from marinade and place in the skillet. Discard marinade. Saute chicken 3-5 minutes per side. To assemble fajitas, divide chicken and vegetables among the tortillas; garnish with salsa and sour cream. Fold up bottom edge of tortilla and roll sides to the center to enclose the filling.
